I guess it's rather a cut to a longer scene (from Monarch: Legacy of Monsters I guess?) made to emphasize on the city skyline.

To me, that kinda looks like those real estate renders with a lot of suspicious greenery sprinkled on the walls to make it look "environmentally conscious" (while we know all too well that the only environmentally conscious way of building is no new building at all, or at least no further soil artificialization)

Reminds me of the start of this still-not-over pandemic when the empty streets saw wild animals walking through them. Now, if we see one of those animals, it'll either be hit by a robo-taxi or attacked by one of Mayor Bluejeans' SFPD lackeys (which means the animal may kick the lackey's ass, which I would pay good money to see).
